Les politiques actuelles de l'Espagne sont l\u00e9g\u00e8rement plus inclusives que celles des autres pays de l'UE, selon le Indice des politiques d\u2019int\u00e9gration des migrants 2020<\/a>. Dans le cadre du projet INTEgreat, le Open Cultural Center a men\u00e9 des recherches sur l'int\u00e9gration en Espagne dans les domaines de la sant\u00e9, de l'emploi, de la formation et de la coh\u00e9sion sociale. Les conclusions \u00e9taient claires : les r\u00e9sultats de la recherche montrent que les nouveaux arrivants se heurtent \u00e0 plusieurs obstacles pour acc\u00e9der aux services essentiels. De plus, le syst\u00e8me d\u2019int\u00e9gration espagnol manque actuellement d\u2019une strat\u00e9gie nationale solide en mati\u00e8re d\u2019int\u00e9gration.<\/p>\n\n\n\n

Quel est le statut de l'int\u00e9gration en Espagne ?<\/strong><\/p>\n\n\n\n

Depuis 2018, le pays a connu une augmentation significative de la population de demandeurs d'asile, notamment en raison de nouveaux arrivants en provenance du Venezuela et de Colombie, ce qui en fait l'un des plus grands pays d'accueil de demandeurs d'asile dans l'Union europ\u00e9enne. Les r\u00e9sultats montrent que m\u00eame si l'Espagne a pu mettre en \u0153uvre des r\u00e9formes favorisant l'inclusion des personnes issues de l'immigration dans le pays, il existe plusieurs lacunes qui les emp\u00eachent d'acc\u00e9der facilement aux services cl\u00e9s, notamment dans le domaine de la sant\u00e9 et de l'emploi. <\/p>\n\n\n\n

Dans le sant\u00e9<\/strong> Dans ce secteur, les migrants b\u00e9n\u00e9ficient de services adapt\u00e9s, mais les barri\u00e8res administratives et le manque d\u2019informations dans leur langue maternelle entravent leur plein acc\u00e8s \u00e0 ces services. Les barri\u00e8res linguistiques affectent \u00e9galement la emploi <\/strong>et entra\u00eenement <\/strong>opportunit\u00e9s, ainsi que leur capacit\u00e9 \u00e0 valider leurs dipl\u00f4mes et \u00e0 acc\u00e9der aux r\u00e9seaux. En termes de la coh\u00e9sion sociale<\/strong>, les personnes victimes de discrimination peuvent b\u00e9n\u00e9ficier de m\u00e9canismes d'application solides, mais l'organisme de promotion de l'\u00e9galit\u00e9 du pays est faible. L'acc\u00e8s \u00e0 la nationalit\u00e9 constitue \u00e9galement le principal point faible de l'Espagne.<\/p>\n\n\n\n

Enfin, les femmes migrantes, en particulier celles qui ont de jeunes enfants, pr\u00e9sentent de multiples facteurs de vuln\u00e9rabilit\u00e9 qui les exposent \u00e0 un risque accru d\u2019isolement social et de solitude, car elles ne disposent pas de ressources sociales en dehors de leurs liens familiaux ou communautaires. <\/p>\n\n\n\n

Quelle est la situation de l'int\u00e9gration en Catalogne ?<\/strong><\/p>\n\n\n\n

La Catalogne, en tant que communaut\u00e9 autonome, dispose de certaines comp\u00e9tences dans des domaines directement li\u00e9s \u00e0 l'int\u00e9gration des migrants. Les principaux domaines sont l'\u00e9ducation et la sant\u00e9. l'\u00c9tat central contr\u00f4le et approuve la l\u00e9gislation de base relative \u00e0 ces comp\u00e9tences, mais il appartient \u00e0 la Catalogne de la d\u00e9velopper et de la mettre en \u0153uvre. D'autre part, il convient de mentionner que la Catalogne dispose de comp\u00e9tences exclusives dans deux autres domaines fondamentaux li\u00e9s \u00e0 la migration : le logement et l'assistance sociale, m\u00eame si dans ces deux domaines l'importance des accords avec l'\u00c9tat est n\u00e9cessaire. <\/p>\n\n\n\n

La Catalogne, tout comme l\u2019Espagne, a connu une augmentation consid\u00e9rable des arriv\u00e9es de migrants et de r\u00e9fugi\u00e9s. Entre 1996 et 2015, le nombre d'\u00e9trangers enregistr\u00e9s en Catalogne a augment\u00e9 de 97.789 \u00e0 1.023.398 et repr\u00e9sente aujourd'hui 11,6% de la population totale.<\/p>\n\n\n\n

En 2008, le gouvernement de Catalogne et divers acteurs institutionnels, politiques, \u00e9conomiques et sociaux ont sign\u00e9 l'Accord national sur l'immigration. Il vise \u00e0 r\u00e9aliser (1) la gestion efficace des flux migratoires et l\u2019acc\u00e8s au march\u00e9 du travail ; (2) l'adaptation des services publics \u00e0 une soci\u00e9t\u00e9 diversifi\u00e9e avec un service d'accueil universel ; et (3) l'int\u00e9gration dans une culture publique commune qui favorise la participation \u00e0 la vie publique, le catalan comme langue commune, la pluralit\u00e9 des religions et des convictions, l'\u00e9galit\u00e9 des sexes et le renforcement des politiques sociales.<\/p>\n\n\n\n

Quel r\u00f4le le projet INTEgreat joue-t-il \u00e0 cet \u00e9gard ?<\/strong><\/p>\n\n\n\n

INTg\u00e9nial<\/a> est un projet de 3 ans financ\u00e9 par l'Union europ\u00e9enne, lanc\u00e9 en janvier 2022, qui rassemble des municipalit\u00e9s, des organisations \u00e0 but non lucratif, des universit\u00e9s et des soci\u00e9t\u00e9s civiles pour cr\u00e9er un cadre strat\u00e9gique d'int\u00e9gration innovant. Il vise \u00e0 construire une strat\u00e9gie et un \u00e9cosyst\u00e8me d'int\u00e9gration plus solides pour les migrants et les demandeurs d'asile (femmes, hommes, familles, LGBTIQ) en Europe, dans quatre domaines principaux : les soins de sant\u00e9, l'emploi, le renforcement des capacit\u00e9s et la formation des migrants et des citoyens locaux, et la coh\u00e9sion sociale. L\u2019impact attendu est le renforcement des politiques migratoires gr\u00e2ce \u00e0 la cr\u00e9ation d\u2019une strat\u00e9gie d\u2019int\u00e9gration innovante applicable au niveau de l\u2019UE qui facilitera une inclusion plus harmonieuse des migrants dans la soci\u00e9t\u00e9.<\/p>\n\n\n\n

Au cours de la premi\u00e8re ann\u00e9e, les organisations partenaires ont men\u00e9 des recherches dans leurs propres pays (Italie, Espagne, Gr\u00e8ce, Chypre et Irlande) pour \u00e9valuer l'\u00e9tat actuel des politiques nationales d'int\u00e9gration et identifier les meilleures pratiques et les angles morts.
