Las pol\u00edticas actuales de Espa\u00f1a son ligeramente m\u00e1s inclusivas que las de otros pa\u00edses de la UE, seg\u00fan el \u00cdndice de Pol\u00edtica de Integraci\u00f3n de los Inmigrantes 2020<\/a>. Como parte del proyecto INTEgreat, Open Cultural Center llev\u00f3 a cabo una investigaci\u00f3n sobre la integraci\u00f3n en Espa\u00f1a en los \u00e1mbitos de la salud, el empleo, la formaci\u00f3n y la cohesi\u00f3n social. Las conclusiones fueron claras: los resultados de la investigaci\u00f3n muestran que los reci\u00e9n llegados se enfrentan a varios obst\u00e1culos para acceder a los servicios esenciales. Adem\u00e1s, el sistema de integraci\u00f3n espa\u00f1ol carece actualmente de una estrategia nacional s\u00f3lida en materia de integraci\u00f3n.<\/p>\n\n\n\n

\u00bfCu\u00e1l es la situaci\u00f3n de la integraci\u00f3n en Espa\u00f1a?<\/strong><\/p>\n\n\n\n

Desde 2018, el pa\u00eds ha experimentado un aumento significativo de la poblaci\u00f3n de solicitantes de asilo, sobre todo debido a las nuevas llegadas procedentes de Venezuela y Colombia, lo que lo convierte en uno de los mayores receptores de solicitantes de asilo de la Uni\u00f3n Europea. Los resultados muestran que, aunque Espa\u00f1a ha sido capaz de aplicar reformas que favorecen la inclusi\u00f3n de las personas de origen migratorio en el pa\u00eds, existen varias deficiencias que les impiden acceder f\u00e1cilmente a servicios clave, especialmente en el \u00e1mbito de la salud y el empleo. <\/p>\n\n\n\n

En el salud<\/strong> sector, las personas inmigrantes se benefician de servicios receptivos, pero las barreras administrativas y la falta de informaci\u00f3n en su lengua materna dificultan su pleno acceso a ellos. Las barreras ling\u00fc\u00edsticas tambi\u00e9n afectan a la empleo <\/strong>y formaci\u00f3n <\/strong>oportunidades, as\u00ed como su capacidad para convalidar sus t\u00edtulos y acceder a las redes. En t\u00e9rminos de cohesi\u00f3n social<\/strong>, las personas que sufren discriminaci\u00f3n pueden beneficiarse de fuertes mecanismos de aplicaci\u00f3n, pero el organismo de igualdad del pa\u00eds es d\u00e9bil. El acceso a la nacionalidad es tambi\u00e9n el principal punto d\u00e9bil de Espa\u00f1a.<\/p>\n\n\n\n

Por \u00faltimo, las mujeres inmigrantes, especialmente las que tienen hijos peque\u00f1os, presentan m\u00faltiples factores de vulnerabilidad que las exponen a un mayor riesgo de aislamiento social y soledad, ya que no disponen de recursos sociales fuera de sus lazos familiares o de sus comunidades. <\/p>\n\n\n\n

\u00bfCu\u00e1l es la situaci\u00f3n de la integraci\u00f3n en Catalu\u00f1a?<\/strong><\/p>\n\n\n\n

Catalu\u00f1a, como comunidad aut\u00f3noma, tiene algunas competencias en \u00e1reas directamente relacionadas con la integraci\u00f3n de los inmigrantes. Las principales \u00e1reas son la educaci\u00f3n y la sanidad. El Estado central controla y aprueba la legislaci\u00f3n b\u00e1sica sobre estas competencias, pero es responsabilidad de Catalu\u00f1a desarrollarlas y aplicarlas. Por otro lado, cabe destacar que Catalu\u00f1a tiene competencias exclusivas en otras dos \u00e1reas fundamentales relacionadas con la inmigraci\u00f3n: la vivienda y la asistencia social, aunque en ambas es necesaria la importancia de los acuerdos con el Estado. <\/p>\n\n\n\n

Catalu\u00f1a, al igual que Espa\u00f1a, experiment\u00f3 un aumento considerable de las llegadas de inmigrantes y refugiados. En concreto, entre 1996 y 2015, el n\u00famero de extranjeros empadronados en Catalu\u00f1a pas\u00f3 de 97.789 a 1.023.398 y, en la actualidad, representa el 11,6% de la poblaci\u00f3n total.<\/p>\n\n\n\n

En 2008, el Gobierno de Catalu\u00f1a y diversos agentes institucionales, pol\u00edticos, econ\u00f3micos y sociales firmaron el Acuerdo Nacional para la Inmigraci\u00f3n. Su objetivo es lograr (1) la gesti\u00f3n eficaz de los flujos migratorios y el acceso al mercado laboral; (2) la adaptaci\u00f3n de los servicios p\u00fablicos a una sociedad diversa con un servicio de acogida universal; y (3) la integraci\u00f3n en una cultura p\u00fablica com\u00fan que fomente la participaci\u00f3n en la vida p\u00fablica, el catal\u00e1n como lengua com\u00fan, la pluralidad religiosa y de creencias, la igualdad de g\u00e9nero y el refuerzo de las pol\u00edticas sociales.<\/p>\n\n\n\n

\u00bfQu\u00e9 papel desempe\u00f1a en ello el proyecto INTEgreat?<\/strong><\/p>\n\n\n\n

INTEgrande<\/a> es un proyecto de 3 a\u00f1os financiado por la Uni\u00f3n Europea, iniciado en enero de 2022, que re\u00fane a municipios, organizaciones sin \u00e1nimo de lucro, el mundo acad\u00e9mico y las sociedades civiles para crear un marco innovador de estrategia de integraci\u00f3n. Su objetivo es construir una estrategia y un ecosistema de integraci\u00f3n m\u00e1s s\u00f3lidos para los inmigrantes y solicitantes de asilo (mujeres, hombres, familias, LGBTIQ) en Europa, en cuatro \u00e1reas principales: asistencia sanitaria, empleo, capacitaci\u00f3n y formaci\u00f3n de inmigrantes y ciudadanos locales, y cohesi\u00f3n social. El impacto esperado es la mejora de las pol\u00edticas migratorias mediante la creaci\u00f3n de una estrategia de integraci\u00f3n innovadora aplicable a nivel de la UE que facilite una inclusi\u00f3n m\u00e1s armoniosa de los inmigrantes en la sociedad.<\/p>\n\n\n\n

Durante el primer a\u00f1o, las organizaciones asociadas llevaron a cabo labores de investigaci\u00f3n en sus propios pa\u00edses (Italia, Espa\u00f1a, Grecia, Chipre e Irlanda) para evaluar el estado actual de las pol\u00edticas nacionales de integraci\u00f3n e identificar las mejores pr\u00e1cticas y los puntos ciegos. En los pr\u00f3ximos meses, los socios trabajar\u00e1n en el desarrollo de un Marco Estrat\u00e9gico de Integraci\u00f3n (ISF) participativo y lo pondr\u00e1n a prueba mediante actividades piloto para promover mejor la integraci\u00f3n en sus respectivos pa\u00edses a trav\u00e9s de m\u00e9todos eficaces. <\/p>","protected":false},"excerpt":{"rendered":"
