Les pol\u00edtiques actuals d'Espanya s\u00f3n lleugerament m\u00e9s inclusives que les d'altres pa\u00efsos de la UE, segons el \u00cdndex de pol\u00edtiques d'integraci\u00f3 de migrants 2020<\/a>. En el marc del projecte INTEgreat, Open Cultural Center va dur a terme investigacions sobre la integraci\u00f3 a Espanya en els \u00e0mbits de salut, ocupaci\u00f3, formaci\u00f3 i cohesi\u00f3 social. Les conclusions eren clares: els resultats de la investigaci\u00f3 mostren que els nouvinguts s'enfronten a diversos obstacles per accedir als serveis essencials. A m\u00e9s, el sistema d'integraci\u00f3 espanyol actualment manca d'una estrat\u00e8gia nacional s\u00f2lida d'integraci\u00f3.<\/p>\n\n\n\n

Quin \u00e9s l'estat de la integraci\u00f3 a Espanya?<\/strong><\/p>\n\n\n\n

Des del 2018, el pa\u00eds va experimentar un augment significatiu de la poblaci\u00f3 de sol\u00b7licitants d'asil, sobretot a causa de les noves arribades de Vene\u00e7uela i Col\u00f2mbia, el que el converteix en un dels majors receptors de sol\u00b7licitants d'asil a la Uni\u00f3 Europea. Els resultats mostren que, si b\u00e9 Espanya ha sabut implementar reformes que afavoreixin la inclusi\u00f3 de persones amb antecedents migratoris al pa\u00eds, hi ha diverses mancances que els impedeixen accedir f\u00e0cilment als serveis clau, especialment en l'\u00e0mbit de la salut i l'ocupaci\u00f3. <\/p>\n\n\n\n

En el salut<\/strong> sector, les persones migrants es beneficien de serveis sensibles, per\u00f2 les barreres administratives i la manca d'informaci\u00f3 en la seva llengua materna dificulten el seu ple acc\u00e9s a ells. Les barreres ling\u00fc\u00edstiques tamb\u00e9 afecten les persones ocupaci\u00f3 <\/strong>i formaci\u00f3 <\/strong>oportunitats, aix\u00ed com la seva capacitat per validar els seus t\u00edtols i xarxes d'acc\u00e9s. En termes de cohesi\u00f3 social<\/strong>, les persones que pateixen discriminaci\u00f3 poden beneficiar-se de mecanismes d'aplicaci\u00f3 s\u00f2lids, per\u00f2 l'organisme d'igualtat del pa\u00eds \u00e9s feble. L'acc\u00e9s a la nacionalitat tamb\u00e9 \u00e9s la principal \u00e0rea de feblesa d'Espanya.<\/p>\n\n\n\n

Finalment, les dones migrants, especialment les que tenen fills petits, presenten m\u00faltiples factors de vulnerabilitat que les posen en major risc d'a\u00efllament social i de solitud, ja que no disposen dels recursos socials aliens als seus vincles familiars o comunitats. <\/p>\n\n\n\n

Quina \u00e9s la situaci\u00f3 de la integraci\u00f3 a Catalunya?<\/strong><\/p>\n\n\n\n

Catalunya, com a comunitat aut\u00f2noma, t\u00e9 algunes compet\u00e8ncies en \u00e0mbits directament relacionats amb la integraci\u00f3 de les persones migrants. Les principals \u00e0rees s\u00f3n l'educaci\u00f3 i la salut. L'Estat central controla i aprova la legislaci\u00f3 b\u00e0sica sobre aquestes compet\u00e8ncies, per\u00f2 \u00e9s responsabilitat de Catalunya desenvolupar-les i aplicar-les. D'altra banda, val a dir que Catalunya t\u00e9 compet\u00e8ncies exclusives en altres dos \u00e0mbits fonamentals relacionats amb la migraci\u00f3: l'habitatge i l'assist\u00e8ncia social, tot i que en ambd\u00f3s \u00e0mbits cal la import\u00e0ncia dels convenis amb l'Estat. <\/p>\n\n\n\n

Catalunya, aix\u00ed com Espanya, va experimentar un augment considerable de les arribades de migrants i refugiats. Concretament entre el 1996 i el 2015, el nombre d'estrangers empadronats a Catalunya va cr\u00e9ixer de 97.789 a 1.023.398 i, en l'actualitat, representa 11,6% del total de la poblaci\u00f3.<\/p>\n\n\n\n

L'any 2008, la Generalitat de Catalunya i diversos agents institucionals, pol\u00edtics, econ\u00f2mics i socials van signar l'Acord Nacional per a la Immigraci\u00f3. T\u00e9 com a objectiu aconseguir (1) la gesti\u00f3 efica\u00e7 dels fluxos migratoris i l'acc\u00e9s al mercat laboral; (2) l'adaptaci\u00f3 dels serveis p\u00fablics a una societat diversa amb un servei d'acollida universal; i (3) la integraci\u00f3 en una cultura p\u00fablica comuna que fomenti la participaci\u00f3 en la vida p\u00fablica, el catal\u00e0 com a llengua comuna, la pluralitat de religions i creences, la igualtat de g\u00e8nere i l'enfortiment de les pol\u00edtiques socials.<\/p>\n\n\n\n

Quin paper hi juga el projecte INTEgreat?<\/strong><\/p>\n\n\n\n

INTEgran<\/a> \u00e9s un projecte de 3 anys finan\u00e7at per la Uni\u00f3 Europea, iniciat el gener de 2022, que reuneix municipis, organitzacions sense \u00e0nim de lucre, \u00e0mbit acad\u00e8mic i societat civil per crear un marc innovador d'estrat\u00e8gia d'integraci\u00f3. Pret\u00e9n construir una estrat\u00e8gia i un ecosistema d'integraci\u00f3 m\u00e9s s\u00f2lids per a migrants i sol\u00b7licitants d'asil (dones, homes, fam\u00edlies, LGBTIQ) a Europa, en quatre \u00e0mbits principals: sanitat, ocupaci\u00f3, desenvolupament de capacitats i formaci\u00f3 de migrants i ciutadans locals, i cohesi\u00f3 social. L'impacte esperat \u00e9s la millora de les pol\u00edtiques migrat\u00f2ries mitjan\u00e7ant la creaci\u00f3 d'una estrat\u00e8gia innovadora d'integraci\u00f3 aplicable a nivell de la UE que facilitar\u00e0 una inclusi\u00f3 m\u00e9s harm\u00f2nica dels migrants a la societat.<\/p>\n\n\n\n

Durant el primer any, les organitzacions associades van dur a terme esfor\u00e7os de recerca als seus propis pa\u00efsos (It\u00e0lia, Espanya, Gr\u00e8cia, Xipre i Irlanda) per avaluar l'estat actual de les pol\u00edtiques nacionals d'integraci\u00f3 i identificar bones pr\u00e0ctiques i punts cecs. En els propers mesos, els socis treballaran en el desenvolupament d'un marc d'estrat\u00e8gia d'integraci\u00f3 participativa (ISF) i el provaran mitjan\u00e7ant activitats pilot per promoure millor la integraci\u00f3 als seus respectius pa\u00efsos mitjan\u00e7ant m\u00e8todes efectius. <\/p>","protected":false},"excerpt":{"rendered":"
